The Canadian federal government will launch the new Home Care Worker Immigration Pilots on March 31, 2025, aiming to attract more qualified caregivers to Canada to meet the growing demand for home care services. This program provides a direct pathway for foreign home care workers to apply for permanent residency (PR) in Canada.
As Canada’s population ages, the demand for home care services continues to rise. Many families require professional caregivers to support elderly family members, individuals with disabilities, or those in need of special care. To address this labor shortage, the Canadian government has introduced this immigration pilot program to attract and retain skilled foreign workers with relevant experience.
Direct Pathway to Permanent Residency: Eligible home care workers can apply for permanent residency directly, without needing prior Canadian work experience.

Lower Eligibility Requirements:
Employer Support: Applicants must obtain a formal, full-time job offer from a Canadian employer (excluding Quebec).
Obtain a Job Offer: Applicants must secure a qualifying job offer from a Canadian employer.
Submit Application: Apply to Immigration, Refugees and Citizenship Canada (IRCC) and provide supporting documents (language test results, educational credentials, etc.).
Receive Work Permit: Once approved, applicants will receive a temporary work permit to begin working in Canada.
Gain Work Experience: Applicants must complete at least 24 months of relevant caregiving work in Canada.
Apply for Permanent Residency: After meeting the work experience requirement, applicants can submit their PR application.
